Where the Discount Sits When You Compare a Boise Resale With a New Build

October 8, 2026

If you're house hunting in Ada County this October, the biggest discounts on new homes don't appear in the list price. They come through the builder's preferred lender and expire on a deadline. Several Treasure Valley builders have offers whose contract windows close October 18 or October 31, 2026, and some also require closing by December 31. Older resale homes in the city of Boise have a lower median price, but they sell quickly enough that sellers rarely need to offer extras. A buyer who puts a Boise ranch next to a new Meridian or Kuna build and compares only list prices is comparing two different kinds of deal.

Boise Regional REALTORS published its August 2026 Ada County report on September 14, 2026, and it's the most recent monthly data available. BRR usually posts early snapshots between the 8th and 12th of the month and full stat sheets by the 16th, so September figures should arrive in mid-October.

One County, Two Speeds

At the county level, Ada County looks steady. In August 2026, 955 single-family homes closed, up 14.8% from August 2025, at a median price of $595,000. That median is close to the county's record of $602,250, set in April 2022. Overall supply was 2.4 months, and BRR describes 4 to 6 months as a balanced market.

Split the county into resale and new construction, though, and the numbers look very different.

August 2026, Ada County single-family Resale New construction
Median sales price $579,900 $629,000
Homes for sale at month's end 991 988
Change in inventory from a year earlier down 17.3% down 2.7%
Change in inventory from July down 7.1% up 8.7%
Average days on market 30 54
Months of supply 1.9 3.4

There were almost exactly as many new homes for sale as resale homes, but the new ones are taking nearly twice as long to sell. BRR says August's inventory growth came mostly from homes added in Kuna and Meridian, and 62% of the new homes for sale in Kuna were in just six neighborhoods. Meridian accounted for 39% of new-home sales that month.

The new-construction median needs some context. It rose 13.8% from August 2025, but the year-to-date median is $575,990, up only 0.2% from the same stretch of 2025. New homes have averaged 66 days on market so far in 2026, up 8.2%. The year-long numbers show flat prices and slower sales. One month's jump probably reflects which homes happened to close in August.

Where Builders Put the Discount

When homes take longer to sell, builders have two choices. They can cut the list price, which lowers the comparable sales for every future buyer in that subdivision. Or they can hold the price and spend the money on financing and credits. In October 2026, several Treasure Valley builders are advertising the second approach.

  • CBH Homes advertises a 2/1 temporary buydown through its preferred lender at 4.25% in year one, 5.25% in year two, and 6.25% for years three through 30, shown as a 7.05% APR. It includes a Whirlpool refrigerator, washer, and dryer. The offer runs through October 2026.
  • Hubble Homes offers up to $40,000 in Flex Funds on select quick move-in homes financed through HomeAmerican Mortgage. The amount ranges from $20,000 on homes priced $300,000 to $399,999 up to $40,000 on homes at $700,000 and above. Buyers can use the funds for closing costs or a permanent rate buydown, and contracts must be signed between October 1 and October 18, 2026. Hubble also advertises fixed rates of 4.999% FHA, 4.999% VA, and 5.375% conventional on select homes, with contract and closing deadlines.
  • Richmond American lists special financing on select Boise-area homes, up to $35,000 toward design-center options, or up to $30,000 toward closing costs or a permanent buydown. Its financing offers require closing by December 31, 2026.
  • Toll Brothers is holding a national sales event in Boise from October 3 to 18. Incentives vary by community, and the company sends buyers to its local sales team for details.

This matches a national pattern. A summary of the National Association of Home Builders' August survey, published by the Building Contractors Association of Southwestern Idaho, reported that 35% of builders cut prices that month, by an average of 6%, and 63% used sales incentives. Those figures are national, but they explain why so many local promotions are built around rates and credits.

What the Buydown Looks Like in Year Three

A temporary buydown lowers your payment in the first years of the loan, but the rate you pay for most of the loan is the one that kicks in afterward. In CBH's example, that rate is 6.25% from year three on. CBH's own comparison shows a year-one payment of $1,434 a month at 4.25%, against $2,063 a month at 7.625%, which works out to $629 a month in savings during year one. That's real money at the start. Your long-term budget, though, should be based on the year-three payment.

CBH also lets buyers trade the buydown for a credit. That's $15,000 on homes priced at $399,999 or below, $20,000 from $400,000 to $499,999, $25,000 from $500,000 to $749,999, and $30,000 from $750,000 up, plus a 2% lender credit and the appliances. The credit replaces the rate offer, so you can't have both.

Hubble's terms also limit what you can actually get. Closing cost help can't exceed your actual closing costs, the buyer pays all prepaids, and every incentive has to fit within loan-program seller-contribution limits. Builder promotions usually apply to select homes and depend on qualifying with the builder's affiliated lender. Comparing that lender's full loan estimate with an outside lender's quote is the clearest way to see what an offer is worth for your situation.

Why Boise's Older Homes Don't Come With the Same Offers

In the city of Boise, the market works differently. In August 2026, homes in Boise averaged 22 days on market. Eagle averaged 40, Kuna 41, and Star 47. BRR suggests part of the reason is that Boise has the fewest new homes, which tend to sit longer, and part may be demand for homes inside Boise. Boise also accounted for 75% of all Ada County sales of homes 31 years or older that month.

Older homes do cost less. BRR puts the median for Ada County homes 20 years old or newer at about $600,000 or higher, and the median for older homes closer to $500,000. Only three homes in the county sold for under $300,000 in August, all of them in Boise, and each took a small price cut before selling.

With 1.9 months of resale supply and resale inventory down 17.3% from a year earlier, most Boise sellers have little reason to offer a rate buydown or a large credit. Resale homes countywide have averaged 28 days on market so far in 2026, faster than the 30-day average for the same period last year. There was some easing in August. Resale pending sales fell 10.2% from July, and resale days on market rose 11.1% month over month. One month isn't a trend, and the September report will show whether it continued.

Comparing the Two on Total Cost

For a family weighing an established Boise home against a new build in Kuna or Meridian, a lower list price on the Boise home doesn't automatically make it the cheaper monthly payment. Neither does a larger incentive on the new build. A fair comparison looks something like this:

  1. Start with the payment you'll carry for most of the loan. For a temporary buydown, use the rate from year three on. For a permanent buydown, use the rate on the loan estimate.
  2. Put the credit in writing as dollars. Credits only count up to your real closing costs and your loan program's limits, and some can't be combined.
  3. Check the dates on your calendar. Contract windows close October 18 or October 31, and some financing offers require closing by December 31, 2026. If you're selling a home at the same time or on military orders, those dates have to line up with your own schedule.
  4. Expect less room to negotiate on Boise resale. In August, those homes averaged 22 days on market, so a strong first offer usually matters more than a list of requests.
  5. Count your commute and daily routine in the total. A lower payment in Kuna and a shorter drive in Boise both have value, and only you can weigh them for your family.

BRR's 2026 president, Susan Weaver, described August this way: "New Home inventory increased, giving buyers more options, while pending sales slowed and homes spent a little more time on the market." Most of those added options are new homes on the edges of the county, and most of the incentives come with them.

Quick Answers

Can I use VA financing on a builder promotion? Hubble Homes advertises a 4.999% VA rate on select homes through HomeAmerican Mortgage, with contract and closing deadlines and buyer qualification requirements. Eligibility depends on the specific home and your loan approval.

Will these offers still be around in November? The current windows end October 18 for Hubble, Richmond American's Flex Funds, and Toll Brothers, and October 31 for CBH. Builders change promotions often, so whatever replaces them will need its own review.

Are Boise prices falling? Not according to the August data. The countywide resale median was $579,900 in August 2026, down 3.4% from July but up 3.6% from August 2025.
